A radio repair man and I was able to set the line voltage and test a 5Y3. It appears to work just fine from what I can see. The Escutcheon around the test needle has a piece of tape on top that has been there for quite a while, it may be holding the plastic in place. Whatever it’s there for, it’s been there for a long time and it seems to be doing its job so I left it alone.
